These standards detail definitions, methods of measurement, and
\nminimum performance characteristics of 800-MHz Cellular Subscriber
\nUnits. These standards share the purpose of the Cellular System
\nMobile Station – Land Station Compatibility Specification EIA\/TIA
\n553 (and subsequent revisions thereof) of assuring that a
\nsubscriber unit can obtain service in any cellular system that
\nmeets the compatibility requirements of EIA\/TIA 553.<\/p>\n
Compatibility, as used in connection with these standards and
\nEIA\/TIA 553, is understood to mean: Any subscriber unit is able to
\nplace and receive calls in any cellular system. Conversely, all
\ncellular systems are able to place and receive calls with any
\nsubscriber unit.<\/p>\n
To assure compatibility, it is essential that both radio-system
\nparameters and call processing parameters be specified. The
\nspeech-filtering, modulation, and RF-emission parameters commonly
\nencountered in two-way radio systems have been updated and expanded
\nto reflect the unique radio plan upon which cellular systems are
\nbased. The sequence of call-processing steps that the mobile and
\nland stations execute to establish calls has been specified in
\nEIA\/TIA 553 along with the digital control messages and analog
\nsignals that are exchanged between the two stations.<\/p>\n
A subscriber unit is intended to be used while in motion or
\nduring halts at unspecified points. It is assumed that subscriber
\nunits include portable units (e.g., hand-held "personal" units) as
\nwell as units installed in vehicles.<\/p>\n
Although the basic purpose of cellular telecommunications has
\nbeen voice communication, evolving usages (e.g., data) may allow
\nthe omission of some of the features specified herein provided that
\nthe system compatibility is not compromised.<\/p>\n
These standards concentrate specifically on the Subscriber Unit;
\nthey cover the operation of the land station, the cellular switch,
\nand the cell control equipment only to the extent that
