These requirements do not<br \/>\naddress\u00a0the quality or reliability of that service, nor do<br \/>\nthey cover equipment performance or\u00a0measurement<br \/>\nprocedures.\u00a0<\/p>\n<p>This specification is primarily oriented toward requirements<br \/>\nnecessary for the design and\u00a0implementation of access<br \/>\nterminals. As a result, detailed procedures are specified for<br \/>\naccess\u00a0terminals to ensure a uniform response to all access<br \/>\nnetworks. Access network procedures,\u00a0however, are specified<br \/>\nonly to the extent necessary for compatibility with those specified<br \/>\nfor the\u00a0access terminal.\u00a0<\/p>\n<p>This specification includes provisions for future service<br \/>\nadditions and expansion of system capabilities.
